Objectives ) Develop, manage, lead and implement all AMTPJ developmental / learning programs, evaluation / competency processes and the supporting resources and tools. · Ensure timely, cost effective interventions and resources are available to support employee development. · Adapting Best Learning & Development Practices for continual improvement of effectiveness, efficiency and consistency. · Attaining all Business results based on pre-determined targets and goals. Main Accountabilities Policies, Systems, Process & Procedures Fulfill the Health & Safety responsibilities as identified in the Responsibilities and Accountabilities section of the Health & Safety Program. Fulfill the Environmental responsibilities as identified in the Responsibilities & Accountabilities section of the Environmental and Energy Program. Fulfill the Quality responsibilities as identified in the Quality Management System. Fulfill the responsibilities as identified in the Performance Management Process. Fulfill the responsibilities as identified in the Attendance Management Process. Provide training and development to co-workers and help maintain Standard Operating Procedures, Best Practices and Job Safe Practices to ensure the transfer of knowledge to others. Maintain awareness and knowledge of industry Human Resources trends and make recommendations, to the Management Team, for continual improvement of the organizations policies, procedures and practices, relating to personnel matters, to ensure long term business competitiveness. Maintain knowledge of legal requirements related to Human Resources, reducing legal risks and ensuring regulatory requirements. Obtain advice from company legal counsel as required Duties & Responsibilities: Participate in the Business Planning Process. The administration and achievement of the Department Business Plan. Develop and control the budget for cost effective training for AMTPJ. Develop and report on Key Performance Indicators (KPI’s) for Training and development. Determine and implement cost effective learning strategies to achieve AMTPJ objectives and support the required skill building and development for employees. Consult and perform assessments to determine performance / learning gaps and the reasons for the gaps. Develop and implement continuous improvement recommendations / plans / initiatives to close identified gaps aligned to business goals. Develop and implement “Specific” training as required. Develop and implement the “Career Path” process for Blue Collar Workers. Develop and maintain learning & development evaluation procedures and analysis of feedback in order to effectively evaluate the impact of development activities at all levels. Develop / support the development of competency evaluations to measure employee’s competency level. Develop and maintain good working relationships / partnerships with external vendors, colleges, universities, government, committees etc and develop recommendations for continuous improvements. Develop and maintain good working relationships / partnership internal to ArcelorMittal and AMTPJ to execute learning and development in an effective, efficient, consistent and cost effective manner. Provide support to employees and management to understand the training and development processes. Mange and support the development of the Training and Development staff. Develop and maintain standards, tools and processes that support learning and development. I.e. Job Aids, learning guides, staircases etc. Identify, implement and support technology solutions that increase efficiency and effectiveness. Manage all E-Learning as required. Ensure adherence to Adult Learning Principles and corporate L&D guiding principles. Lead and manage all API requirements for Human Resources. Develop and maintain monthly training report. Consult and participate with other areas of Human Resources in support of department requirements. Knowledge General knowledge of company business is required. General knowledge of company manufacturing processes is required. Working knowledge of Human Resources processes and tools is required. Working knowledge of Human Resources Strategy is required. Knowledge of API requirements for area is required. Knowledge of Business Planning & Budgeting is required. Skills Excellent interpersonal / influencing skills are requried Excellent communication / presentation skills are required. Excellent planning and organizational skills are requried. Excellent problem solving and troubleshooting skills. Very good Statistical and Analytical analysis skills. Very good Supervisory and Leadership skills. Very good computer, standard corporate software application skills are required. Education & Experience Degree in Business Administration. Human Resources 5+ years in Leadership Role 3+ years in Training and development role in a Steel or Pipe Manufacturing Company
